Dover Knolls hired Torti Gallas and Partners and Economic Research Associates as required by the Dover Town Board to design a "new urbanism" alternative plan. After months of technical workshops with the board and its consultants, Dover Knolls started to prepare the DEIS (Draft Environmental Impact Statement).
The February 2nd letter from the Town Board called that next step into question. »
