Redevelopment of the vacated state facilities requires a major investment for clean-up of the grounds and the buildings. The Benjamin Companies have faced the challenges of adaptive reuse before and have successfully overcome them. The redevelopment plan for this site focuses on the architectural details of the buildings and the quality of their construction. With the availability of water and wastewater treatment, the opportunity to create a "walkable village" near a train station, and the natural beauty of the landscape, Dover Knolls has planned a mixed-use development to create an attractive "Smart Growth" community.

The Appalachian Trail, which borders the site, will be easily accessible, and walking/hiking trails around the reservoir and throughout the new community will be abundant.

The plan takes full advantage of the beauty of the location and its recreational uses for the community by saving approximately two-thirds of the 850 acres as green space. The Appalachian Trail, which borders the site, will be easily accessible, and walking/hiking trails around the reservoir and throughout the new community will be abundant. Excellent fishing opportunities will be made available on the Reservoir and the Great Swamp River. Better access to the Great Swamp River will invite canoeing, fishing and bird-watching. The redevelopment plan upgrades the existing popular nine-hole golf course, which will continue to offer public play, and adds a new clubhouse.

Housing:
The plan will be developed in phases to create three new communities: The Golf Course Community - Consists of luxurious townhomes and single family homes, and will utilize the natural beauty of the golf course and new clubhouse. The Village Center Community - Consists of a range of housing types, including apartments for seniors, loft apartments and work force housing opportunities. "Smart Growth" planning will create a true walkable community, allowing a variety of housing, easy accessibility to both the new Village Center and our own Metro North train station, and recreational activities. The Hillside Village Community - Will offer single family homes and age-restricted apartments and townhomes.
Village Center:
The new village center across from the train station will be a walkable "Main Street" with a diverse mix of civic, retail and other commercial uses. The adaptive reuse of the landmark former power plant and storehouse, and the development of architecturally distinctive buildings, will create a unique community in the heart of the Harlem Valley. The plan includes traffic calming measures and landscaping along the roadway that will enhance the pedestrian-friendly atmosphere of the Village Center. The Village Center will provide goods, services and great shopping opportunities for new residents, existing community and Route 22 travelers.
Economic Benefits:
The property was put on the tax rolls immediately after the sale in 2003. Commencement of this development will provide a boost for the local economy, generating taxes and ultimately creating short and long-term employment opportunities. The plan is for a phased development that will stimulate the rise of neighboring property values. The new housing will increase the town's tax base while having minimal impact on the local schools. The new Village Center will provide jobs, generate additional sales tax revenue and attract visitors from near and far. The Dover Knolls redevelopment plan allows for the rebirth of Dover and the Harlem Valley to create an attractive community in which to live, work and enjoy the area's natural resources.
